| Tiivistelmä: | There has been much seeking after justifications for technology policy in economic conceptions of the world. The distinction between positive and normative economics while relatively well understood within the discipline is of no concern to outsiders. As market failure is indicated by the existence of transaction costs, one should try hard to find markets that do not fail. Juxtaposing existing markets fir R&D to ideal markets is surely not much use in designing and implementing policy. |
