| Tiivistelmä: | The program "Trans European Networks" ( or TEN ) which has been designed by the European Union (or EU), aims at increasing investment in the transport infrastructure in order to accelerate economic growth, to improve the competitiveness of the European economies and to support the creation of new jobs. The competences allocated to the EU are, however, much larger than what could be justified by the theory of fiscal federalism. According to the theory, the EU should only be involved in projects which create external effects on an international level. |
