| Tiivistelmä: | In Russia, many civil society (hereafter as: civ-soc.) organizations are directly engaging with state law enforcement agencies (here as: l-e-ags.), especially the police, in joint efforts to improve the performance and change the norms and values of state officials involved in administering justice. These activities are based on a model of state-society relations. The model is contrasted with two alternative models of the role of civ-soc. Three case studies of cooperation btw. NGOs and l-e-ags. demonstrate the utility of the approach. |
