| Tiivistelmä: | In the "Rules for the Implementation of Public Bidding for Export Commodity Quotas" issued on 24 Aug., 1994, there were some additions regulations which had perfected the original method of bidding. The rules determined the standardized operation procedure, limited the quantity of enterprises bids , stipulated clearly the bidding qualifications of bidding enterprises, controlled rationally the average price of winning the bid and added "directional paid bidding" mode. In 1995 , on the basis of that, the accounting method of the price of winning the bid was modified, the measures to guarantee the relative stability of export channels perfected, the qualifications for enterprises' bidding stipulated in detail, the methods of transferring and receiving the transfer of the quotas of winning the bid standardized. |
