| Tiivistelmä: | Six topics of interest were discussed at the international Symposium in Tokyo concerning the need for reform in the GATT Antudumping Code. 1. Symmetry in the comparison of normal value and export price (two sub-issues: the differential treatment of "indirect" selling expenses and the comparison of "averaged" normal value with individual prices). 2. Calculation of constructed value. 3. Sales prices below the cost of production, 4. Problems with existing practice concerning the definition of like products; a narrower definition was suggested, 5. The definition and treatment of related parties, 6. The question whether the Antidumping Code should establish uniform rules governing anti-circumvention measures. Discussions and suggestions are explained. |
