China should attach importance on state-owned enterprises and banking sector, depending on the force of market to greater extent. 2. Stress should be put on making the government's state of revenue and expenditure return to normal by increasing the proportion of revenue to GDP and shifting the focus of expenditure to medical treatment and health, education, poverty relief, developing infrastructure and environmental protection. |
