Tiivistelmä:Industrial performance is examined by means of frontier production functions estimated for the industrial sector in order to distinguish more precisely between the factors leading to the decline of the growth of industrial output in the region. The intensity or efficiency of factor utilization is shown to have declined sharply as the result of deflationary policies, and it is the effects of these policy-induced deflations rather than the consequences of a slowdown in technological progress that are reflected in the slowdown of total factor productivity growth in the industry. Fluctuations caused by policy measures are more important determinants of efficiency than are economic reforms.
