| Tiivistelmä: | In most countries labour market programmes have been relatively unimportant. Sweden, where these programmes have recently been as extensive as open unemployment, is an exception. A simple model of union wage setting is outlined which focuses on how labour market programmes increase the expected utility of disemployed workers. The model gives a wage-setting relation which is estimated for Swedish private-sector wages. Following some basic facts about wage setting, unemployment and labour market programmes, the theoretical model is presented the basic regressions are described, and the implications for employment are discussed. |
