| Tiivistelmä: | Starting from some general fundamentals of regulation, this article outlines the principles and application of more recent regulatory instruments in the telecommunications sector. Particular attension is given to interventions in the linking of telecommunication networks (interconnection regulation), price determination for telecommunication services (price cap regulation), the use of a telecommuni- cation network by competing service providers (open network provision), and the question of symmetric or asymmetric treatment of market participants. Theses new regulatory instruments are also analyzed according to their effects on the incentive structure of regulated firms and their potential interactions and combinations. The paper concludes with an outline of future developments of government regulation. |
