| Tiivistelmä: | The article explores the effect of the hardening of the budget constraint on the behavior of public enterprises. The article provides empirical evidence of a change in behavior of public enterprises between hard and soft budget constraints regimes by investigating the financial discipline enforced by debt across the two regimes. |
