Tiivistelmä:The objective of this article is to identify criteria that help management to decide whether self-organization or planned intervention is the more efficient approach for organizational change. The discussion of different theories of institutional development and -change shows that the following conditions ask for self-organization: formless institutions, widespread knowledge within the organization, multiple sources of power and the aim to change fundamental institutions that impact on the whole system. On the other hand do conflicting interests and a difficult assessable benefit speak for planned intervention. Therefore an effective management of change has to combine self-organization with planned intervention measures.
