| Tiivistelmä: | This article suggests that the 'poverty-efficiency' aid allocation is only a benchmark (hereafter as: b-mark./b-marks.) guide in case a donor lacks other information (here as: info.) about the country and also the power to change or prevail over government preferences. It is argued that in most circumstances (here as: c-sts.) donors have only limited scope for the latter and that such c-sts. are not very common. Hence, the main reasons for departing from the b-mark. are when the donor has additional info. about likely poverty impact, or if poverty reduction is not the objective. |
