| Tiivistelmä: | This paper examines the input (here as: i-p.) and output (here as: o-p.) additionality of public R&D subsidies in Western and Eastern Germany. The impact of public R&D grants on firms' R&D and innovation (as: inn.) i-p. is estimated. The impact of publicly funded private R&D on inn. o-p. with the o-p. effect of R&D funded out of firms' own pockets is compared. Microeconometric evaluation methods are employed using firm-level data derived from the Mannheim Innovation Panel. The results point towards a large degree of additionality in public R&D grants with regard to inn. i-p. measured as R&D and inn. expenditures, as well as with regard to inn. o-p. measured by patent applications. |
