Tiivistelmä:The authors have constructed a model for the development of innovative and dynamic research contexts in national systems of innovation. The Danish Council for Research Policy has selected fifteen examples of dynamic public research environments and the authors have founded their own model on the analysis of these examples. The model suggests that the development of research environments moves on in stages including organizational, epistemological and socio-cultural developments that can either promote or slow down the development process. In the long run only the dynamic and innovative research contexts can survive and the others end up with dissolution. The study of the examples shows how certain conditions must be fulfilled before research environments can be dynamic and reach excellence. In Europe these results can be a useful tool for the policy-makers, because the public R&D conditions are similar to the one in Denmark.
