| Tiivistelmä: | This article studies the optimal allocation of bank regulatory powers. The authors find that the centralization of the lender of last resort and deposit insurance functions in a regulator results in excessive forbearance. According to the author, the centralization also leads the bank to make suboptimal investments in loans. |
