Tiivistelmä: | In railway networks (hereafter as: net/nets), optimal strategies call for a differentiated (here as: diff-d.) treatment of fares, frequencies (as: freqs.), and vehicle sizes (as: vch-szs.) in various links. This paper examines the welfare losses implied by uniform setting of fares per km, freqs., or vch-szs. A model with uniform cost structures is used where demand levels vary across segments of the net. It is shown that the largest welfare loss results when freqs. are made uniform across links. The results suggest that where diff-d. prices are important to address issues e.g. congestion etc., diff-d. supply in terms of vch-szs., and particularly freqs., are the preferred ways of addressing demand variations on different segments in a net. |
