| Tiivistelmä: | This paper deals with strategic instruments being used to enhance the competitiveness of Finnish (henceforth as: F.) universities in the context of internationalization, globalization, and commercialisation of research and education. A major policy reform is undergoing in the F. higher education system with the aim at enhancing the competitiveness of F. universities through structural development (here as: str-dmt). In this article, the focus is especially on three themes of str-dmt.: (i) institutional cooperation and mergers btw. universities, (ii) stratification and differentiation, and (iii) changes in leadership and governance. Three ongoing projects are presented in brief. |
