| Tiivistelmä: | In order to enhance crisis management, civil protection and preparedness, emergency exercises or simulations are used. This article focuses on the importance and function of simulations in the government's work for civil protection, and on key relations btw. different actors with responsibilities in the field. For example in 2007, the County Governor of Hordaland County arranged an extensive regional crisis simulation with the scenario of pandemic flu with the aim at updating competence and adjusting existing contingency plans within the local authorities. However, important challenges related to effective coordination became crucial. The experiences illustrate that government initiated simulations may have a specific command and control function and a more coordinative function and intention, as well (original in Norwegian). |
