Tiivistelmä: | This article deals with pioneering national sustainable consumption and production (SCP) programmes (here as: prgs.) as tools for informed decision making. A theory of three organizing principles (herein as: o-prs.) for SCP policy, that is, 1. deliberation, 2. efficiency and 3. sufficiency, is used as a base for the analysis. These o-prs. protect and enact certain values with the possibility of being promoted in either a weak or strong way. A comparison of three SCP prgs. from Finland, Sweden, and the U.K. shows that different prgs. emphasize somewhat different principles: prgs. in the U.K. and Finland highlight the efficiency principle, while the Swedish prg. highlights markedly promoting sufficiency, as well. Deliberation is well presented in all the prgs. However, it is applied somewhat differently in the countries. Overall, government commitment to the prgs. is limited, and clear targets, timetables, and resources are mentioned only now and then. Thus, the pioneering prgs. take the form of mixed toolboxes instead of being credible roadmaps towards SCP. |
