Tiivistelmä:In Sweden, parts of public sector activities are outsourced to private sector but still financed by taxes. A new form for organising is the use of "internal contracts" where the ownership is at the organization. The employees are given a higher degree of autonomy and discretion. This paper develops and presents a theoretical framework for the study of a public school subject to an internal contract. It is shown that the teachers of the school have developed new services, e.g. "Morning school" etc. for students in need for support. Also, some services previously provided by the minicipality organisation, are either outsourced or carried out by the teachers. Furthermore, there are positive attitudes towards flexible working hours. It is discussed on the interpretation of the results. As to future research, the concept of 'social entrepreneurship' might be of use (original in Swedish).
