| Tiivistelmä: | The article analyzes and examines the potential for the application of the Balanced Scorecard (BSc) methodology into the waste utilities. It is describes and discussed that after a comprehensive revision of the urban waste sector in Portugal, the methodology of BSc and its application in local public services. Focusing on implementation rather than on strategy, a set of performance indicators is proposed to be utilized in the different management models of waste utilities in Portugal.
