| Tiivistelmä: | It is questioned herein whether a relatively new institutional arrangement - regular consultations btw. central government and municipal authorities in Norway - is an adequate response related to the coordination of different levels of government. Is this primarily an arrangement for top-down governance (herein as: t-d. gov.) rather than a forum for genuine bottom-up participation (as: b-up. prtn.)? A key finding is that the trade-off btw. t-d. gov. and b-up prtn. tends to vary with the minister chairing the talks (original in Norwegian). |
