Tiivistelmä: | This paper explores the implications of the fact for public policy of individuals having incomplete but private information about their exposure to infectious disease when making their migration (herein as: mgrtn.) decisions. Using a 2-period model, herein are studied the conditions under which the presence of quarantine (as: qrtn.) measures may lead to inefficient outcomes by strengthening individuals' interest in mgrtn. in order to escape centres of disease and hence imposing negative externalities on other uninfected individuals. It is shown among others that when the disease has an epicentre, the marginal migrant imposes a net negative externality. Qrtn. policies may from time to time encourage mgrtn. Even when they succeed in discouraging mgrtn., qrtn. policies may lower social welfare, and even increase overall disease incidence etc. |
