Tiivistelmä: | Governments use a range of incentives to induce consumer adoption of hybrid-electric vehicles. Herein, the relative efficacy of state sales tax waivers (herein as: s-t-wrs.), income tax credits, and non-tax incentives are explored. It is found that the type of offered tax incentive is as important as the generosity of the incentive. Conditional on value, s-t-wrs. are linked with more than a 10-fold increase in hybrid sales relative to income tax credits. Furthermore, it is examined how adoption varies with petrol prices. Ascending gasoline prices are associated with greater hybrid vehicle sales. Yet, this effect is operational nearly entirely through high fuel-economy vehicles. By comparing consumer response to s-t-wrs. and estimated fuel savings to come, there is estimated an implicit discount rate of 14.6 precent on future fuel savings. |
