Tiivistelmä:The article discusses the subject of legitimacy by highlighting its paradox and constraints. Although legitimacy-seeking behaviour is essential for organizational effectiveness, putting excessive focus on legitimacy can have the opposite effect through stakeholder mismanagement. A qualitative study of large-scale changes in public-sector health care in a Canadian province over the period of 1994-2002 is utilized. Government-driven reforms to promote efficiency and cost reduction were applied in 1994, and instead of giving benefits of legitimacy, it led to decline in quality and patient satisfaction.
