| Tiivistelmä: | For meteorological grounds, the distribution of climate-change damage has no connection to the global distribution of emissions. We argue in supporting offset of this discrepancy. A global insurance scheme of sorts is proposed, financed according to countries' responsibilities in the matter. This horizontal equity problem is analyzed using a responsibility/compensation framework, which we have applied to a context of externalities. We characterize updated versions of two common cost-sharing schemes. |
