| Tiivistelmä: | This paper inspects how government public service modernisation policies have affected management practices and conditions of employment in voluntary sector welfare organisations and the issues unions have encountered in responding to such impacts in the context of modernisation of public services. It is found that employees encounter problems developing workplace union organisation, whereas unions face problems developing a coherent strategy to support the sector and to resist public sector reform, hindering trade union resistance. The implications of the study may be important in strengthening managerial control over the process of public service labour. |
