Tiivistelmä:We allow consumers to vote on tax regimes in experimental markets, and test if taxes on sellers reach more popularity than taxes on consumers, i.e. on voters themselves, even in the case of inefficiently high taxes on sellers. Taxing sellers is more popular if voters underestimate the magnitude of tax-shifting in the market. Inexperienced voters are shown to be prone to such a bias and experience is an effective de-biasing force. However, pre-vote deliberation about tax regimes causes initially held opinions to become more extreme instead of correct. The results imply that voting on taxes is prone to bias and that simply interpreted facts are required to de-bias voters.
