Tiivistelmä: | California initiative agenda as a means of direct democracy is characterized. It is shown how the initiative agenda might be constrained: 1. privileged groups can block propositions that threaten their interests; 2. the "rules of the game" may work against public interest groups; 3. efforts by privileged groups to mould citizen volitions; 4. symbolic reassurances, which mollify demands for reform. The claims that the cost of qualifying initiatives has become prohibitively expensive are evaluated. Evidence is provided that the agenda has become more accessible in recent years, and the cost of qualifying remains relatively low for non-business groups. As the initiative agenda continues to expand, it will do good for business. |
