Abstract (eng): The main purpose of this Master's thesis was to investigate if the PPP-procurement method is suitable for certain energy management systems.
It also attempts to develop tools and clear advice for personnel working in municipality construction and for municipality-level decision-makers.
The Thesis, part of KURKE-project, has a plan for a new Espoo hospital as a case study, providing not only the Thesis' goals, but also its computational context.

The literature study was carried out on seven particular energy management systems, which were combined in 12 different ways.
These combinations were compared in means of the Present value-method.
While the Procurement chapter also includes a literature review but the main focus lies with the interviews.
Five interviews were conducted on three PPP-projects.
PPP-procurement has also been suggested for resolving the constantly worsening mould school-problem in Finland.

The Conclusion reflects on the results of the interviews, PPP-procurement, energy production methods and the role of decentralized energy production in municipality construction.
The Thesis analyses the relationship between all of the above-mentioned factors and the results of the calculations from a critical point of view.
The municipalities' current situation, politics and problems were considered, with some means of untangling them being suggested.

The calculations showed that renewable decentralized energy production is, within certain limits, cheaper than traditional district heating solution.
Wood and biogas energy were especially attractive on the grounds of the calculations.
In addition it seems that PPP-procurement is suitable for certain energy production methods.
Abstract (fin): Diplomityön päätavoitteena on ollut selvittää elinkaarimallin soveltuvuus erilaisten energiahuoltoratkaisujen hankintatavaksi.

Kirjallisuustutkimus on tehty seitsemästä valitusta energiantuotantomuodosta.
Näistä muodoista on muodostettu 12 erilaista energiahuoltojärjestelmävaihtoehtoa, joita on vertailtu nykyarvolaskennan avulla.
Myös elinkaarimallista on tehty kirjallisuusselvitys, mutta pääpaino hankinnassa on asetettu haastatteluille, joita on tehty kolmesta elinkaarihankkeesta yhteensä viisi kappaletta.

Johtopäätöksissä on peilattu haastattelujen tuloksia, elinkaarimallia, energiamuotoja, sekä hajautettua energiantuotantoa kunnalliseen rakentamiseen.
Kaikkien edellä mainittujen suhdetta toisiinsa on pohdittu ja laskelmien tuloksia on tarkasteltu kriittisesti.
Kuntien nykytilannetta, politiikkaa ja niiden ongelmia on yritetty selvittää lähinnä haastattelujen pohjalta.
Elinkaarimallia on myös tarjottu ratkaisuksi jatkuvasti pahenevaan homekouluongelmaan.

Tulokseksi laskelmista saatiin uusiutuvan hajautetun energiatuotannon olevan halvempaa tietyin reunaehdoin, kuin perinteisen kaukolämpöratkaisun.
Vertailuissa erityisen hyvin pärjäsivät puu- ja biokaasuenergia.
Lisäksi elinkaarimallin sopivuus tiettyjen energiamuotojen hankintatavaksi varmistui
