Abstract (eng): | This master's thesis was written for a project supplier executing large power plant projects. The objective of the thesis was to develop understanding of the elements of the project execution strategy and the alternatives available for engineering-procurement-construction (EPC) contractors in executing power plant projects and in structuring the EPC project delivery chain. The empirical research approach was qualitative. The case study research method was employed. The research begins with a literature study, which addresses both EPC power plant project characteristics and the definition of project execution strategy. The case study covered three EPC power plant projects, two of which executed by the sponsor of the thesis and one by another project supplier. Interviews and project documentation was used as empirical material for the analysis. The research was qualitative. A project execution strategy model was developed based on the literature study on critical success factors of large engineering and construction projects. In the model, the project execution strategy was defined to consist of: 1) composition of the project team, 2) sub-contracting strategy, and 3) communication and project control systems. In the case study, empirical support for the proposed model was found. The scope of supply, the size, and the location of the project, together with the project owner's organization and attitude to project execution were the most significant project characteristics that influenced the chosen project execution strategy in the case projects. EPC contractor's background and EPC contractor's vision of its role in the project delivery chain had also an impact on the chosen project execution strategy. The elements of the project execution strategy were interconnected. The study suggests that the composition of the project team defines the suitable sub-contracting strategies. The sub-contracting strategy, in turn, affects the appropriate control system. The importance of the knowledge of the local market conditions was evident in all of the case projects. It is concluded that successful execution of and EPC power plant project requires either local presence in the recipient country or collaborative sub-contracting strategy based on partnership relations with local construction companies. |
Abstract (fin): | Diplomityö tehtiin toimeksiantona projektiyritykselle, joka toimittaa suuria voimalaitosprojekteja. Työn tavoitteena oli ymmärtää, mistä voimalaitostoimittajan projektintoteutusstrategia muodostuu, ja mitä vaihtoehtoja engineering-procurement-construction -toimittajalla (EPC) on projektin toteutukseen ja erilaisiin projektitoimitusketjun rakenteisiin liittyen. Diplomityö muodostuu kirjallisuus- ja tapaustutkimuksesta. Kirjallisuustutkimuksessa sekä tarkasteltiin EPC-voimalaitosprojektien ominaisuuksia että pyrittiin löytämään materiaalia projektintoteutusstrategian määrittelemiseksi. Tapaustutkimus käsitti kolme esimerkkiprojektia, joista kaksi oli saman diplomityön toimeksiantajan toteuttamia ja yksi toisen projektitoimittajan toteuttama. Haastattelut ja projektidokumentaatio muodostivat tutkimusmateriaalin, jonka pohjalta projektien analysointi suoritettiin. Tutkimus on luonteeltaan kvalitatiivinen. Projektintoteutusstrategia esitettiin mallin muodossa. Malli kehitettiin analysoimalla tekijöitä, joiden on esitetty olevan kriittisiä suunnittelu ja rakennusprojektin onnistumisen kannalta. Mallissa projektintoteutusstrategia määriteltiin muodostuvaksi 1) projektitiimin rakenteesta, 2) alihankintastrategiasta sekä 3) kommunikaatio- ja kontrollijärjestelmistä. Tapaustutkimussa löydettiin empiiristä tukea esitetylle projektitoteutusstrategian mallille. Projektin toimituslaajuus, koko sekä sijainti olivat tärkeimmät projektin ominaispiirteet, jotka vaikuttivat valittuun toteutusstrategiaan yhdessä projektin asiakkaan organisaation ja toteutustapaa kohtaan ottaman asenteen kanssa. Myös EPC-toimittajan tausta ja visio sen omasta roolista projektin toimitusketjussa vaikuttivat valittuun projektitoteutusstrategiaan. Toteutusstrategian osatekijöiden havaittiin vaikuttavan toisiinsa. Diplomityön johtopäätöksissä esitettiin, että projektitiimin rakenne määrittää kyseiseen projektiin soveltuvat alihankintastrategiat. Valittu alihankintastrategia puolestaan vaikuttaa eri kontrollijärjestelmien tarkoituksenmukaisuuteen. Paikallisen markkinatuntemuksen merkitys oli ilmeinen kaikissa esimerkkiprojekteissa. Johtopäätöksenä esitettiin, että onnistunut EPC-projektin toteuttaminen vaatii joko läsnäolon projektin kohdemaassa tai alihankintastrategian, joka perustuu tiiviiseen yhteistyöhön paikallisten rakennusurakoitsijoiden kanssa. |
