Abstract (eng): | This thesis compares the regulations applicable to aerial work operations in a group of countries of the EU. The objective of the thesis is to determine if the regulations concerning operations and aircraft modifications have differences between the countries. The aircraft types falling in the category examined are generally used in research flight operations or aerial photography, which require installation of cameras and measurement equipment. Since the founding of the European Aviation Safety Agency (BASA) in 2002 the aviation regulations concerning aircraft maintenance and airworthiness have been harmonised. In the future the regulations concerning aircraft operations and licensing will be transferred under the supervision of EASA from the national aviation authorities. This thesis contemplates the possible changes expected to current regulations especially in Finland. A case study is made on the activity of the Helsinki University of Technology's (TKK) Laboratory of Space Technology (LST), which operates a Short SC-7 Skyvan converted into a remote sensing research aircraft. The thesis examines the installation of a radiometer antenna operating at microwave frequency as an aircraft modification and the applicable aspects on operation and airworthiness. Additionally, the effect of Finnish aviation regulations on the flight operations of the laboratory is evaluated. Finally a comparison between the applicable regulations in Finland and other EU countries is performed. Some future options for the development of the TKK/LST flight operations are presented. |
Abstract (fin): | Työssä vertaillaan muutettuja lentokoneita koskevia ilmailumääräyksiä eri EU-maissa. Työn tarkoitus on selvittää poikkeavatko muutostöiden tekemistä ja operointia koskevat määräykset maakohtaisesti. Työssä tarkoitettuja lentokoneita käytetään lähinnä tutkimuslentotoiminnassa tai ilmakuvauksissa, jotka vaativat kameroiden ja mittalaitteiden asennuksia. Euroopan ilmailuviranomaisen, EASA:n, aloitettua toimintansa vuonna 2002 on ilmailumääräyksiä yhdenmukaistettu huoltotoiminnan ja lentokelpoisuuden osalta. Tulevaisuudessa myös operointia ja lupakirjoja koskevat määräykset siirtyvät kansallisten ilmailuviranomaisten vastuulta EASA:lle. Työssä pohditaan osittain myös Uimanhetkisten määräysten yhdenmukaistamisesta mahdollisesti odotettavissa olevia muutoksia nykytilanteeseen erityisesti Suomessa. Käytännön esimerkkinä tarkastellaan TKK:n avaruustekniikan laboratorion operointia Short SC-7 Skyvan-tyyppisellä kaukokartoituskäyttöön muutetulla tutkimuslentokoneella. Työssä käydään läpi mikroaaltotaajuisen radiometriantennin asennus lentokoneen muutostyönä erityisesti operoinnin ja lentokelpoisuuden kannalta. Lisäksi käsitellään Suomen ilmailumääräyksiä ja niiden vaikutusta laboratorion lentotoimintaan. Lopuksi vertaillaan muissa EU-maissa sovellettavia määräyksiä suomalaisiin määräyksiin ja esitetään tulevaisuuden vaihtoehtoja avaruustekniikan laboratorion lentotoiminnan kehittämiseksi. |
