Abstract (eng): | The Finnish comprehensive schools are under a large-scale development, due to e.g. new pedagogical, operational and economical values and objectives, e-learning, and networking. Answering to these development pressures through school development projects has created challenges, e.g. in meeting of the objectives and implementing the results successfully. This research is a part of a multidisciplinary InnoSehool research consortium whose goal is to develop the Future School Concept: a set of research based good practices, processes, models, designs, and recommendations for their successful combinations in the future school. In this thesis, comprehensive schools and education are researched from a service perspective. The objective of this research is to find out how educational service development projects can be managed as a portf9lio, in a networked world. The theories mostly used in business research are applied to the development of comprehensive schools. The research is a constructive and qualitative action research. The theoretical background focuses on school development, project portfolio management, service development, and network management. The theories are synthesized into theoretical construction, and validated through a case study of a network of five comprehensive schools. The schools develop regionally consistent comprehensive education, which requires a novel kind of professional collaboration between teachers and principals from different schools. The result of the thesis is the theoretical construction which is a model of the management of educational service development projects as a portfolio. The management of the projects proceeds through four phases: initiation, planning, execution and implementation. The phases of the projects are paralleled and flexible, so the complementing management themes introduce more structure and guidance to the project work. Creating motivation and participation through leadership, gathering resources through networking, enhancing student-based thinking through service development perspective, and creating balance and continuity through strategic management of project portfolio, are the essential principles in the project portfolio management. |
Abstract (fin): | Suomalaiset peruskoulut ovat suurien muutosten kohteena. Tämä johtuu mm. uusien pedagogisten, toiminnallisten ja taloudellisten arvojen sekä tavoitteiden, verkko-oppimisen ja verkostoitumisen kehityksestä. Muutospaineisiin on vastattu kehittämisprojekteilla, joiden toteutuksessa on kuitenkin ollut haasteita, mm. tavoitteiden saavuttamiseen ja tulosten käyttöönottoon liittyen. Tämä tutkimus on tehty osana monitieteistä InnoSchool -tutkimushanketta, jonka tavoitteena on kehittää tulevaisuuden koulukonsepti: kokoelma tutkimukseen perustuvia hyviä käytäntöjä, prosesseja, malleja ja suunnitelmia niiden menestyksekkäälle yhdistämiselle tulevaisuuden koulussa. Tässä työssä peruskoulujen ja opetuksen kehittämistä tarkastellaan palvelunäkökulmasta. Tämän tutkimuksen tavoitteena on selvittää kuinka opetuspalvelun kehittämisprojekteja voidaan johtaa portfoliona verkostoituneessa maailmassa. Tutkimuksessa sovelletaan liiketaloustieteissä yleisesti käytettyjä teorioita peruskoulujen kehittämiseen. Tämä työ on konstruktiivisella tutkimusotteella tehty laadullinen toimintatutkimus. Työn teoreettinen tausta sisältää peruskoulujen kehittämistä, projektien johtamista portfoliona, palveluiden kehittämistä ja verkoston johtamista, jotka yhdistetään teoreettiseksi konstruktioksi. Konstruktiota validoidaan ja kehitetään eteenpäin tapaustutkimuksessa, jossa tutkitaan alueellisesti yhtenäistä perusopetusta kehittävää viiden peruskoulun muodostamaa verkostoa. Kehitys edellyttää uudenlaista ammatillista yhteistyötä eri peruskoulujen opettajien ja rehtoreiden välillä. Tutkimuksen tulos on teoreettinen konstruktio, joka toimii myös työkaluna opetuspalvelun kehittämisprojektien portfolion johtamisessa. Projektien johtaminen sisältää neljä vaihetta, jotka ovat: valmistelu, suunnittelu, toteutus ja implementointi. Projektien eteneminen on joustavaa ja sisältää rinnakkaisia prosesseja, joten täydentävien johtamisen teemojen avulla projektien rakennetta ja ohjausta voidaan lisätä. Projektin työntekijöiden motivaation ja osallistumisen lisääminen ihmisiä johtamalla, resurssien kerääminen verkostoitumalla, oppilaskeskeisen ajattelun lisääminen palveluiden kehittämisnäkökulman avulla sekä tasapainoa ja jatkuvuutta luova strateginen projektiportfolion johtaminen ovat projektiportfolion johtamisen tärkeitä periaatteita. |
