Logging on to the customer computers

  • Aalto University staff members log on to the customer computer using the Aalto username and password.
  • Other customers log on using a shared username and password.

Opening a thesis

  • On the desktop of the customer computers, you will find an icon titled:

    Aalto Thesis Database

  • Click on the icon to search for and open the thesis you are looking for from Aaltodoc database. You can find the thesis file by clicking the link on the OEV or OEVS field.

Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.
  • Other customers can use the printer u90203-psc3. All printing is subject to a charge to non-University members.

Abstract (eng): The land policy program is a document that defines the forms of land policy in a municipality.
It is also a strategic commitment, giving the policy makers as well as the local inhabitant's information about suitable voluntary and legal actions.
The subject of this master's thesis is to describe the process of preparing a land policy program.
The purpose is to understand the process of compiling the various stages, the recommended co-operation partners and the preparation of the needed studies.
The proposed land policy program of Raahe, drawn up in the summer of 2009, has been used as background information.
The research has been carried out mainly by studying the literature and interviewing experts on land use, industry and commerce and housing as well as politicians of the city of Raahe.

Previously the city of Raahe has not had a land policy program.
Large projects related to industry and commerce as well as housing, thus affecting the use of land is pending in Raahe.
Therefore, the need for a program improving the management of city-owned land became important.
The study provides local authorities with information on source materials and where they may he obtained from.
The research explores ways to improve the statistical data of land management, construction and land use in Raahe.
Group work enables a more versatile approach but may also prolong the process due to the difficulty of finding time for meetings.

A land policy program drafted by authorities was found to be effective when interviewing experts and politicians of Raahe.
The importance of detailed statistical data was emphasized as well as the possibility of collecting information on the current situation.
The recommendations focus therefore on the statistical adjustment.

The tightening control of environmental issues, the need for services and increased productivity create pressure on municipal planning.
With the policy of land use becoming increasingly important a land policy program can be used as an effective tool.
Abstract (fin): Maapoliittinen ohjelma on asiakirja, jossa määritellään keinot maapolitiikan hoitamiseksi kunnassa ja strategisesti sitoudutaan toteuttamaan laadittua ohjeistusta.
Ohjelma antaa tietoa vapaaehtoisesta tai lainsäädännöllä tuetusta keinovalikoimasta sekä päättäjille että kuntalaisille.
Diplomityön aiheena on maapoliittisen ohjelman laadintaprosessin kuvaus.
Tarkoituksena on hahmottaa laadintaprosessin eri vaiheita, suositeltavat yhteistyötahot ja laatimista tukevien selvitysten tarve.
Prosessin hahmottamisessa on käytetty apuna kesän 2009 aikana laadittua ehdotusta maapoliittiseksi ohjelmaksi Raahen kaupungissa.
Tutkimusta on toteutettu pääosin kirjallisuuteen perehtymällä sekä haastattelemalla maankäytön, elinkeinopuolen ja asumisen asiantuntijoita sekä Raahen kaupungin poliittisia päättäjiä.

Raahen kaupungilla ei ole aiemmin ollut maapoliittista ohjelmaa.
Kaupungissa on vireillä laajoja elinkeinoelämään, asumiseen ja sitä kautta myös maankäyttöön vaikuttavia hankkeita.
Tämän vuoksi tarve kaupungin maaomaisuuden hallinnan kehittämiseksi maapoliittisen ohjelman avulla ajankohtaistui.
Tutkimus antaa yhdenlaisen näkemyksen maapoliittisen ohjelman laadintaprosessista.
Maapoliittista ohjelmaa kuntaan laativille viranomaisille työ antaa tietoa lähtöaineistojen tarpeesta ja siitä, mistä ne voivat olla löydettävissä.
Raahen kaupungille tutkimuksen avulla etsitään ehdotuksia maanhallinnan, rakentamisen ja kaavoituksen tilastointijärjestelmien tarkentamiseksi ja kehittämiseksi.

Prosessin läpivienti lähtökohtaisesti viranomaistyönä valmisteltuna nopeuttaa laadintaprosessia.
Työryhmätyöskentelyssä näkökulmat tulevat laajemmin huomioiduksi, mutta yhteisten ajankohtien sopiminen pitkittää laadintaprosessia jonkin verran.
Raahessa koettiin viranomaislähtöinen valmistelu toimivaksi tavaksi toteuttaessa maapoliittisen ohjelman laadintaa sekä asiantuntijahaastatteluissa että päättäjien kanssa käytyjen haastattelujen perusteella.

Maankäytön osalta ylläpidettävien toteutuneiden toimintojen yksityiskohtainen tilastointi korostuu laadittaessa strategiaa, johon tulee olla noudettavissa tietoja nykytilanteen kartoittamiseksi.
Suositukset ovatkin painottuneet tilastoinnin tarkentamiseen.
Nykyisin ympäristöä kuormittavien tekijöiden kiristyvä kontrolli, väestön palveluiden tuottamisen tarve ja talouden tuottavuuden potentiaalin kasvattaminen lisäävät kunnalliselle suunnittelulle sellaisia paineita, jolloin toimintojen sijoittumisen merkitys korostuu.
Tällöin maankäyttöpoliittiset ajatukset on huomioitava entistä paremmin ja siinä maapoliittinen ohjelma toimii hyvänä apuvälineenä.
