| Abstract (eng): | Worldwide prevailing megatrends of urbanization, the compaction of an urban structure and a structural change in industrial production, especially in the western countries, pose the urban fabric in a continuous change. In Finland the population concentrates strongly in the growth centers. The concentration of population and also the increase in popularity of the urban lifestyle have generated a strong demand for establishing a whole new set of real estate development projects. One aim of this study is to identify the main factors leading to successful implementation and commissioning the multiuse town center project. The factors leading into successful implementation of town centre project forms a context, which is then being used as a reference to study and to define the optimal way of commissioning a town centre project in phases. Because of the complexity and the big project size, town center developments are actually pre-determined to be implemented and commissioned in stages. Identifying the most relevant and vital factors in order to execute a town center development successfully in stages, is mainly and commonly being done from the developer's point of view. The relevant key factors are then collected and represented in a process flowchart in order to transmit the whole picture of the phasing process and the dependencies between the different factors for the reader. One aim is also to help the developing organization in their decision making process by highlighting the relevant factors. The most essential research methods in this study are the case study and the literature review. The object of the case study has been the Kalasatama Town Centre Development, which is located in the eastern down town of city Helsinki. The developer of the concerned project has been also the sponsor for this study. Their experience and common practice have been widely utilized as an information source. By bringing the theoretical knowledge from the literature review and the experiences from the case study together, the actual subject of the Phased commissioning of a town centre development is been made possible to examine and study more deeply and extensively. Based on the results of this study, it can be summarized that successfully executed phasing process requires a thorough understanding of the key factors leading to successful town center development. The most essential factor in phasing is to make sure, that the phasing process does not weaken or block the conditions for project's success from physical, functional, economical or from the image point of view. There is no one truth, how a town centre development should be phased. The most ideal manner must always be assessed in case by case basis. This study aims to enlighten the most essential key factors, which should be taken into account while phasing a town centre development. So far, the phased commissioning process and the ways of doing it right, have strictly stacked as a real estate developers' own knowledge. This study tries to bring these experiences and tacit information for a common use. |
| Abstract (fin): | Vallitsevat megatrendit kaupungistuminen, yhdyskuntarakenteen tiivistyminen ja länsimaissa teollisuuden rakennemuutos asettavat kaupunkirakenteen jatkuvan muutospaineen alle. Suomessa väestön voimakas keskittyminen kasvukeskuksiin sekä kaupunkimaisen elämäntyylin suosion lisääntyminen mahdollistavat uusien kiinteistökehityshankemuotojen perustamisen. Tämän tutkimuksen tavoitteena on tunnistaa useita käyttötarkoituksia sisältävien kaupunkikeskushankkeiden ja yleisesti hybridihankkeiden menestyksekkään toteutuksen päätekijät. Menestystekijät muodostavat viitekehyksen eli perustan kaupunkikeskushankkeen vaiheittaisen käyttöönoton tutkimiselle ja suunnittelulle. Kaupunkikeskushankkeiden monimutkaisuuden ja suuren kokonsa takia ne joudutaan tavallisesti käyttöönottamaan vaiheittain. Oleellisimpien vaiheittaisen käyttöönoton menestystekijöiden tunnistaminen ja niiden esittäminen tiivistetysti prosessikuvaajassa ovat tämän tutkimuksen päätavoitteita. Tämä tutkimus on ensisijaisesti tehty kaupunkikeskushankkeita toteuttavien organisaatioiden päätöksenteon tueksi. Tutkimuksen suorittamisen oleellisimpana tutkimusmenetelmänä on käytetty osallistuvaa tapaustutkimusta, jonka avulla pääosin kirjallisuustutkimukseen perustuvan hybridihankkeiden menestystekijöiden viitekehys on sovellettu kaupunkikeskushankkeisiin sopivaksi. Viitekehyksen tarjoamaan teoriatietoon on yhdistetty tapaustutkimuksessa kerättyä käytännön tietoa, jonka avulla tutkimusaihetta on pyritty tarkastelemaan kattavasti monilta eri puolilta. Tehdyn tutkimuksen perusteella voidaan todeta, että kaupunkikeskuksen vaiheittain toteutettava käyttöönotto edellyttää hankemuodon menestystekijöiden perusteellista ymmärtämistä sekä niiden tuomista käyttöönottosuunnittelun perustaksi. Keskeistä vaiheittain toteutettavan käyttöönoton suunnittelussa on se, että vaiheittain toteutettava käyttöönotto ei saa heikentää tai estää kaupunkikeskuksen toimintaa fyysisessä, toiminnallisessa, taloudellisessa tai imagollisessa mielessä. Tämä tutkimus pyrkii valottamaan lukijalle ne tavat, joilla vaiheittainen käyttöönotto saadaan suunniteltua ja toteutettua onnistuneesti. Kaupunkikeskuksien toteutuksen ja käyttöönoton vaiheistukseen ei ole olemassa yksiselitteistä tai yhtä oikeaa ratkaisua. Tämä tutkimus pyrkii tarjoamaan lukijalle ne asiat, jotka vaiheittaisessa käyttöönotossa tulee ottaa huomioon. Tähän asti kaupunkikehityshankkeiden käyttöönoton ja toteutuksen vaiheittaisuus on perustunut hankekehittäjänorganisaation omiin kokemuksiin ja hiljaiseen tietoon. Tämän tutkimuksen avulla hiljainen tieto ja kokemukset on tarkoitus tuoda esille. |
