Abstract (eng): | The European Union and its member states have given clear indication that renewable energy sources (RES) are a growing part of the energy strategy of the future. For this thesis, solid wood-based biomass was chosen for enhanced study. The primary objective was to discover the factors affecting price formation of biomass in the EU member states of Finland, Sweden and Germany. Also the willingness and ability to pay of different sized customers was analysed. In order to achieve results, the RES policy frameworks on the European and national levels were examined from its history leading up to 2020. Experts and authorities were also interviewed for the most up-to-date views on the subject. The effect of fiscal and policy instruments on biomass and fossil fuels were analysed along with National Renewable Energy Action Plans prepared by the member states. Key findings included concerns on the availability of biomass, the trend of emission costs and subsidy target contention between the forestry sector and energy sector. In order to reach the lofty EU targets of 2020 political support must stay behind costly emission allowances and encourage land owners and biomass customers by incentives whether for biomass or against fossil fuels. |
Abstract (fin): | Euroopan unioni ja sen jäsenmaat ovat ilmaisseet selkeästi, että uusiutuvat energialähteet ovat kasvava osa tulevaisuuden energiastrategiaa. Tässä työssä keskityttiin tutkimaan kiinteää puuperäistä biomassaa. Diplomityön päätavoite oli löytää ne tekijät, jotka vaikuttavat biomassan hinnan muodostukseen EU jäsenmaissa Suomessa, Ruotsissa ja Saksassa. Myös maksuhalukkuutta ja maksukykyä analysoitiin erikokoisten asiakkaiden kannalta. Tuloksia varten tarkasteltiin uusiutuvien energialähteiden säädöksiä Euroopan ja jäsenmaiden tasolla lähihistoriasta aina vuoteen 2020 asti. Myös asiantuntijoita ja viranomaisia haastateltiin aiheen viimeisimpien näkymien kartoittamiseksi. Analyyseja tehtiin myös biomassan ja fossiilisten polttoaineiden markkinoita ohjaavien taloudellisten ja poliittisten säädösten vaikutuksista sekä jäsenmaiden laatimista uusiutuvan energian kansallisista toimintasuunnitelmista. Keskeisiä löydöksiä olivat huoli biomassan saatavuudesta ja päästöoikeuksien hintojen kehityksestä sekä tukien kohdennuksista metsä- ja energiasektorin välillä. Jotta vaikeasti saavutettaviin EU:n 2020 tavoitteisiin olisi mahdollista päästä, tarvitaan poliittista tahtoa kalliiden päästöoikeuksien tueksi, ja maanomistajia ja biomassa-asiakkaita tulee rohkaista kannustimilla joko biomassan puolesta tai fossiilisia polttoaineita vastaan. |
