Abstract (eng): There is a growing need for electronic delivery of government services both among the citizens and the administration.
The demand is mainly originated from some national projects and the independence from time and place they are able to provide to citizens.
In order to increase the use of electronic services, more services are needed and their secure usage must be as easy as possible for citizens.

A crucial part of secure use of government services is reliable and strong authentication.
Authentication service for electronic government services helps existing and future services by providing them with reliable service for strong citizen authentication.

The purpose of this master's thesis is to gather the requirements from the legislative requirements, appropriate recommendations and citizen perspective.
Also, introducing the reader with the continuously growing problem with the electronic identity management is one of the goals.
Using these requirements and federated identity management, a concept solution is provided.

Oleellinen osa turvallista käyttöä on kansalaisen luotettava tunnistaminen.

Samalla on tuotu esille kasvava sähköisten identiteettien hallinnan ongelma.
Saavutettujen vaatimusten pohjalta työssä on esitetty yhdistettyä identiteetinhallintaa käyttävä ratkaisu vaatimukset täyttävälle palvelulle.
