Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.

Abstract (eng):The blurring of industry boundaries, greater knowledge intensity and growing competition drive organizations to adapt organizational structures that are more flexible.
As a result, project-based organizations are becoming more and more common in a number of industries.
More cross-disciplinary research is needed to answer the question of how project-based organizations behave.

The phenomenon under study in this master's thesis is decision making in development programs.
The objective of this thesis is to describe and understand the decision making process concerning projects of a program in an explorative way from the points of views of different actors in the program.
Empirically the object of the study is one development program and especially two projects in it.

In the literature study part of the thesis answers to the research questions are searched from decision making literature, strategy literature and program management literature.
Five different decision making models, three strategy models and development programs' different decision making actors and their main activities are identified and presented in detail.

In the empirical part of the thesis, first a document analysis is presented.
The data for the document analysis consisted of the instructions of the case program and the agendas and the minutes of meetings of 53 meetings in three decision making forums of the case program.
As a result, the official decision making model in the case program, project management model in the case program and the chronological descriptions of the two projects are presented.

Second, the non-document data is analyzed and within-project analyses are formed according to a three-dimensional analysis schema.
The data consisted of 11 personal interviews, 2 group interviews and observation for 2 months in the case program's premises.
Five different decision making processes depending on the issue to be decided are identified.
Different actors, their activities and the impact of the activities on the decision making processes are identified.
Then, the within-project analyses are compared and a cross-project analysis is formed.
Finally, a synthesis of the case and the literature studies is presented.

In the concluding remarks, three main contributions are identified.
First, the thesis describes non-rational features in decision making done in projects of a program, which adds to knowledge of decision making in programs.
Second, the different actors' roles in decision making and in programs in general are noticed to be more diversified than presented in the literature.
Third, this thesis provides insight to the role of programs in strategy formation process.
Programs are not merely a strategy implementation tool but strategy can be formed in a bottom-up fashion via programs.
Abstract (fin):Organisaatiot hakevat yhä joustavampia organisaatiorakenteita vastatakseen toimintaympäristön asettamiin haasteisiin.
Tästä johtuen projektimaisesti toimivat organisaatiot ovat yleistyneet useilla toimialoilla.
Poikkitieteellistä tutkimusta tarvitaan etsiessä vastauksia projektimaisesti toimivien organisaatioiden käyttäytymiseen.

Tässä diplomityössä tutkitaan päätöksentekoa kehitysohjelmissa.
Työn tavoitteena on kuvata ja ymmärtää ohjelman projekteja koskevaa päätöksentekoa ohjelman eri toimijoiden näkökulmasta.
Empiirisesti työssä tutkitaan tapauksena yhtä kehitysohjelmaa ja erityisesti sen kahta projektia.

Diplomityössä etsitään vastauksia tutkimusongelmiin ensin päätöksentekoa, strategiaa ja ohjelmajohtamista käsittelevästä kirjallisuudesta.
Kirjallisuudesta tunnistetaan viisi päätöksentekomallia ja kolme strategiamallia sekä kehitysohjelmissa päätöksiä tekevät toimijat ja heidän tärkeimmät tehtävänsä.

Työn empiirisessä osassa esitetään ensin dokumenttianalyysin tulokset.
Dokumenttianalyysissä analysoitiin tapauksena tarkastellun ohjelman ohjeita sekä sen kolmen eri päätöksentekofoorumin 53 kokouksen agendat ja päätöspöytäkirjat.
Dokumenttianalyysin tuloksena esitetään ohjelman virallinen päätöksentekomalli ja projektin johtamismalli sekä kahden tutkitun projektin kronologiset kuvaukset.

Tämän jälkeen muu empiirinen aineisto analysoidaan ja projektikohtaiset analyysit esitetään kolmedimensioisen analyysikehyksen avulla.
Muu aineisto koostui 11 henkilökohtaisesta haastattelusta, 2 ryhmähaastattelusta sekä 2 kuukauden havainnoinnista ohjelman työtiloissa.
Analyysin tuloksena molemmista projekteista esitetään viisi erilaista päätöksentekoprosessia sekä eri toimijat, heidän toimensa ja näiden toimien vaikutukset päätöksentekoprosesseissa.
Tämän jälkeen projektikohtaisia analyysejä vertaillaan ja lopulta työn empiriisestä ja kirjallisesta osuuksista muodostetaan synteesi.

Työn loppuyhteenvedossa tunnistetaan työn kolme tärkeintä kontribuutiota.
Työn ensimmäinen kontribuutio on muiden kuin rationaalisten piirteiden havaitseminen ohjelman projekteja koskevassa päätöksenteossa, mikä lisää ymmärrystä päätöksenteosta ohjelmissa.
Toisena kontribuutionaan työ osoittaa eri toimijoiden roolien päätöksenteossa ja yleisesti ohjelmissa olevan laajempia kuin mitä kirjallisuudessa on esitetty.
Kolmanneksi työ laajentaa käsitystä ohjelmien roolista strategian muodostuksessa.
Ohjelmat eivät ole vain strategian toimeenpanon välineitä vaan niiden avulla voidaan luoda strategiaa inkrementaalisti toiminnan kautta.
