Abstract (eng): | This thesis gathers information about the state of small scale electricity production in Finland, and the technical demands for connecting very small scale production aka microgeneration to the network. The results of this thesis are gathered as a technical brief for network operators, product manufacturers, electricians and the owners of microgenerating facilities. Thesis also gathers information from a few European countries where there is more small scale electricity production than in Finland. From this information it can be predicted that the amount of small scale electricity production in Finland is going to rise slowly, but if there are changes in the energy support systems or demands from EU legislation, growth may be rapid. In this thesis it is considered that microgeneration only includes facilities that produce electricity mainly to own use and to sell electricity is only a secondary goal. The technical limit of one phase production was set to 16 A. Distributed generation affects distribution networks protecting methods. Thesis gathers most common network protecting problems caused by distributed generation. In Thesis it is seen that microgeneration might cause sympathetic tripping of a network part in certain network fault situations. The Thesis underlines that network operators should be aware of the protection problems when attaching microgeneration, and they should acknowledge the risk involved. In standards Loss of Mains -protection in Finland is implemented with methods that are not realistic in opinion of the product manufacturers. A possible solution could be using ROCOF-relay for Loss of Mains -protection as in Denmark. Thesis shows out that selling microgenerated electricity to markets is difficult. Thesis introduces that the easiest way to sell the electricity would be that an electricity selling company would make a deal with its consumer customer with microgeneration that it would buy the extra electricity. |
Abstract (fin): | Työssä selvitetään pienimuotoisen sähköntuotannon nykytilaa Suomessa ja potentiaalia tulevaisuudessa. Työ kokoaa yhteen hyvin pienimuotoista tuotantoa, eli mikrotuotantoa, koskevat vaatimukset ja säädökset. Työssä käydään läpi vaatimuksia ja pohditaan onko niissä korjattavaa. Työn tuloksista laaditaan kokoava ohjeistus mikrotuotannon verkkoon liittämisestä verkkoyhtiöille, laitevalmistajille, asentajille sekä tuotantolaitteistojen omistajille. Työ kokoaa tietoa Euroopan maista, joissa pienimuotoista tuotantoa on merkittäviä määriä. Näiden tietojen pohjalta voidaan ennustaa, että pienimuotoisen tuotannon määrä tulee Suomessa kasvamaan maltillisesti, mutta muutokset pienimuotoisen tuotannon tukemisessa tai laitteiden hinnassa sekä EU:n asettamat paineet uusiutuvan tuotannon lisäämiseksi voivat johtaa myös hyvin nopeaan kasvuun. Työssä määritellään mikrotuotannoksi tuotanto, joka tuotetaan ensisijaisesti kohteen omaan kulutuskäyttöön, ja verkkoon syöttö on satunnaista tai vähäistä. Markkinoilla on sekä yksi- että kolmivaiheisia mikrotuotantolaitoksia. Työssä on määritelty yksivaiheiselle tuotannolle kokorajaksi 16 A. Hajautettu tuotanto asettaa haasteita jakeluverkon suojauksen toiminnalle. Työ esittelee tyypillisimmät suojausongelmat. Työssä havaitaan, että mikrotuotanto voi tietyissä vikatilanteissa aiheuttaa verkon viattoman osan turhan irtoamisen verkosta. Verkonhaltijan tulee tiedostaa mahdolliset suojausriskit mikrotuotantoa liitettäessä. Saarekekäytön estoa koskevat vaatimukset standardeissa ovat Suomen osalta tällä hetkellä laitevalmistajien mukaan epärealistisia. Työssä on päädytty ehdottamaan esimerkiksi Tanskassakin käytössä olevan ROCOF (Rate of Change of Frequency) -releen käyttöä suojauksessa. Työssä havaitaan, että mikrotuotantolaitosten on vaikeaa myydä sähköään markkinoille. Työssä on pohdittu erilaisia vaihtoehtoja markkinoille pääsyn helpottamiseksi ja todettu, että käyttökelpoisin malli olisi sellainen, jossa kulutuskohteen sähkön myyjä tekisi kohteen kanssa sopimuksen, jossa se sitoutuu ostamaan kulutuskohteessa tuotetun sähkön ja huolehtimaan sen tasehallinnasta. |
