Abstract (eng): | Production and supply chains have become increasingly international; thus the importance of trade facilitation, simplification and harmonisation of international trade procedures, has grown in the world where governments are seeking for improved security and control to prevent international terrorism, and protect their citizens. The Customs 2013 Programme is a European wide initiative to facilitate trade. The main initiatives contributing to the goal are the modernised customs code, and electronic customs (e-Customs) initiative for creating a simple and paperless environment for customs and trade. The objective of this thesis was to study the factors that influence the adoption of new eCustoms procedures in multinational companies. The thesis concentrates on two future developments, centralised clearance and single window. Based on the literature study a preliminary model for predictors of intention to adopt was constructed. This model was pretested and enhanced based on 14 interviews together with a survey part among large Finnish companies producing industrial goods in multiple locations within European Union member states. The main findings were that the predefined attributes were not able to explain the variance in the level of intention to adopt of centralised clearance. Instead, when comparing the intended level of adoption to applicable level of adoption, the relative level of intention to adopt for centralised clearance was near 100% for all participating companies. The conclusion is that centralised clearance is very much appreciated by the traders and should have sufficient attention among the planned e-Customs projects in EU. Based on the pre-test an enhanced model was introduced; the value of the new model is not in its attributes, but the concept for modelling the relative intention to adopt. This concept could be used in any innovation diffusion studies to overcome the pro-innovation bias ("all adoption is good"), and as such improve the predictive power of the attributes. The proposed concept is just a draft, and should be further tested and validated. The other concept, single window, was too abstract still to study it with a pre-structured survey. Instead, the respondents were asked to describe features they would find beneficial for them, and if they had any concerns about the implementation in their mind. The main features suggested were document management and information sharing that would require the single window to be implemented as an integrated system instead of the current plans for a transaction system, which just routes the messages to different recipients. This indicates that there is a slight discrepancy between the plans and the expectations which should be addressed during the development to better serve the trade needs. |
Abstract (fin): | Toimitusketjut kansainvälistyvät, ja sen myötä kansainvälisen kaupan ehtojen yksinkertaistamisen ja yhtenäistämisen merkitys kasvaa. Tulli 2013 -ohjelma on Euroopan laajuinen hanke kansainvälisen kaupan helpottamiseksi. Tärkeimmät keinot tavoitteiden saavuttamiseksi ovat tullikoodeksin kokonaisuudistus ja siihen liittyvä Sähköinen tulli -hanke (eTulli), joka tähtää siihen, että koko EU:n tulliympäristö toimii paperittomasti. Työn tavoitteena on tutkia tekijöitä, jotka vaikuttavat monikansallisten yritysten halukkuuteen ottaa uudet e-Tulli-toiminnot käyttöön. Työssä keskitytään kahteen tulossa olevaan toiminnallisuuteen: keskitettyyn tullaukseen ja yhden luukun periaatteeseen (Single Window). Kirjallisuustutkimuksen perusteella muodostettiin alustava malli selittämään aiotun käyttöönoton laajuutta. Työtä varten haastateltiin vastaajia kymmenessä isossa suomalaisessa vientiyrityksessä. Haastatteluun kuului kyselyosio, jossa mitattiin vastaajien arvioita esitetyistä tekijöistä. Yksi tärkeä havainto oli, että ennalta määritellyt tekijät eivät pystyneet selittämään eroja halukkuudessa ottaa keskitetty tullaus käyttöön. Sen sijaan kaikki vastaajat olivat halukkaita ottamaan keskitetyn tullauksen käyttöön lähes täysimääräisesti liiketoimintamallin asettamissa rajoissa. Johtopäätöksenä voidaan todeta, että yritykset kokevat keskitetyn tullauksen hyödylliseksi ja se pitäisikin riittävästi huomioida eTulli-hankkeen suunnitelmissa. Tulosten perusteella alkuperäistä mallia muokattiin: uuden mallin arvo on tavassa mallintaa suhteellinen käyttöönoton taso. Työssä esitetään, että käyttämällä suhteellista muuttujaa selittävien tekijöiden mittaustarkkuus paranee. Tarkemman testauksen ja validoinnin jälkeen esitettyä mallia voitaisiin hyödyntää laajemminkin korjaamaan vääristymää, joka johtuu oletuksesta, että täysi käyttöönotto on aina tavoiteltavaa. Suunnitelmat yhden luukun periaatteen toteuttamiseksi olivat vielä liian yleisellä tasolla, jotta sitä olisi pystytty tutkimaan kyselyn avulla, Sen sijaan vastaajien annettiin itse kuvata ominaisuuksia, jotka he kokisivat hyödyllisiksi yritykselleen. Vastauksissa korostuivat asiakirjojen hallinta ja tiedon jakaminen, mikä osoittaa, että toteuttamisen pohjaksi pitäisi ottaa yhden järjestelmän periaate. Tämänhetkisten suunnitelmien mukaan järjestelmästä ollaan kaavailemassa tapahtumanvälitysjärjestelmää, joka vain ohjaa sanomat useammalle vastaanottajalle. Toiveiden ja suunnitelmien välillä on eroja, jotka olisi hyvä käydä läpi ennen toteutusta, jotta järjestelmä palvelisi yrityksiä paremmin. |
