Abstract (eng): | This thesis studies electronic voting (e-voting) and its adoption in Europe. The first part of the thesis focuses on literature review, in order to establish three notions: the academic consensus on the electronic government (e-government) concept, the degree of real world e-government adoption in Europe, and the location and relevancy of e-voting in this e-government evolution. These findings give reasonable grounds to further investigate the status of e-voting adoption in Europe. It turns out that about a dozen countries have run e-voting trials, but only one third of the countries have adopted it as a permanent practice. This gives us a rather high failure rate, two in three. The second part of the thesis analyses the failed trials in Europe, in order to extract the reasons why these trials failed. The trials were plagued by many conventional issues, such as failures in project management and quality assurance, but we also managed to isolate certain problems which are rooted in the characteristics of voting. These are the general non-transparency of computer systems, failure to protect the secrecy of the vote, and the poor management of the overall e-voting system integrity. Finally, we briefly review whether and how these barriers have been solved in two countries that have so far excelled in electronic voting: Estonia and Norway. Together these findings can help to avoid future failures in e-voting adoption. |
Abstract (fin): | Diplomityössä tutkitaan sähköistä äänestämistä (electronic voting), erityisesti Euroopan maiden osalta. Työn alkuosa koostuu laajasta kirjallisuuskatsauksesta, jossa selvitetään tämänhetkinen tieteellinen näkemys sähköisestä hallinnosta (electronic government), sähköisen hallinnon periaatteiden käyttöönoton edistyminen Euroopan osalta, sekä sähköisen äänestämisen rooli ja paikka tässä sähköisen hallinnon evoluutiossa. Näiden havaintojen pohjalta on perusteltua lähteä tutkimaan lähemmin sähköisen äänestämisen käyttöönottokokeiluja Euroopassa. Osoittautuu että noin 12 maata on tehnyt kokeiluja sähköisen äänestämisen käyttöönottamiseksi, mutta vain kolmasosa on onnistunut tekemään siitä pysyvän käytännön. Epäonnistumisten määrä on siis suhteellisen suuri, kaksi kolmesta. Toisessa osassa diplomityötä analysoidaan nämä epäonnistuneet käyttöönottokokeilut, ja pyritään löytämään epäonnistumisten syyt. Havainnot kertovat että hyvin monia kokeiluja vaivasivat aivan tavalliset it-järjestelmien hankintaongelmat, kuten projektinhallinta ja laadunvarmistus. Tapauksista löytyi kuitenkin myös selvästi äänestämiseen liittyviä ongelmia. Näitä olivat tietokonejärjestelmien yleinen läpinäkymättömyys, ongelmat vaalisalaisuuden suojelemisessa, sekä puutteet sähköisten äänestysjärjestelmien yleisen eheyden ja oikeellisuuden vaalimisessa. Työn loppuosassa tarkastellaan lyhyesti mitä ratkaisuja näihin kolmeen ongelmaan on löydetty kahdessa sähköisen äänestämisen edelläkävijöinä pidetyssä maassa: Virossa ja Norjassa. Yhdessä nämä havainnot sekä ongelmista että mahdollisista ratkaisuista voivat auttaa välttämään tulevia epäonnistumisia sähköisen äänestämisen käyttöönotossa. |
