Abstract (eng): | The geographic information (GI) of the built property owned by Metsähallitus is administered through the Reiska GI system. Several self-developed GI applications are additionally in use, which jointly form the GI system used by Metsähallitus. This master's thesis presents a quality model for the quality assessment and control of the GI concerning the built property owned by Metsähallitus. The thesis begins with a literature overview, which explores the theoretical background of GI quality, the historical development of GI quality control, and the existing standards and guidelines. The data and experiences described at the beginning of this thesis were the basis to which the quality model was aimed to be implemented on. The thesis initially aimed to recognize any required quality requirements. Furthermore, quality elements and the quality measures derived from them were also recognized, based on these requirements. The quality model was formed as part of the Reiska GI system quality data project, led by the Natural Heritage Services business unit of Metsähallitus. The project's aim is to develop continuous GI quality control methods for the buildings, structures, and trails, i.e. the built property owned by Metsähallitus and to productize information concerning them. Continuous improvement should be considered when inspecting GI governance as a whole. Continuous quality improvement requires the regular assessment of both the production process and information quality. Information quality assessment should be based on the quality model measures compiled here, which will be inspected and updated accordingly. Quality assessment implementation can be justified because it incurs savings as information trustworthiness and service improvements increase and the need for error correction decreases. The results produced in this work can be considered very promising. GI quality control and its development is possible in the organizations producing it, as long as the organizations are mature enough. The results produced in this work can be applied, broadened, and implemented to encorporate other GI information types produced by Metsähallitus. |
Abstract (fin): | Metsähallituksessa rakennetun omaisuuden paikkatietoja ylläpidetään Reiska-nimisellä paikkatietosovelluksella. Tämän ohella käytössä on useita itse kehitettyjä paikkatietosovelluksia, jotka yhdessä muodostavat Metsähallituksen paikkatietojärjestelmän. Tässä diplomityössä esitellään laatumalli Metsähallituksen rakennetun omaisuuden paikkatietojen laadun arviointia ja varmistamista varten. Työ alkaa kirjallisuustutkimuksella, jossa tutustutaan paikkatiedon laadun teoreettiseen taustaan, paikkatiedon laadunhallinnan historialliseen kehitykseen sekä olemassa oleviin standardeihin ja suosituksiin. Laatumalli pyrittiin toteuttamaan työn alkuosassa kuvattuun tietoon ja kokemukseen pohjautuen. Työssä pyrittiin ensiksi tunnistamaan laatuvaatimukset, sekä edelleen näiden pohjalta tunnistamaan laatutekijät ja niistä johdetut laatumittarit. Laatumalli tehtiin osana Reiska-paikkatietojärjestelmän laatutiedot -hanketta Metsähallituksen luontopalvelut -yksikössä. Hankkeen tavoitteena on Metsähallituksen rakennusten, rakennelmien ja reittien eli rakennetun omaisuuden paikkatietojen jatkuvan laadunhallinnan menetelmien kehittäminen ja tiedon tuotteistaminen. Koko paikkatiedon hallinnan kokonaisuutta tulisi tarkastella jatkuvan parantamisen näkökulmasta. Jatkuva laadun parantaminen edellyttää, että sekä tuotantoprosessia että tiedon laatua arvioidaan säännöllisesti. Tiedon laadun arvioinnin tulee perustua nyt laadittuihin laatumallissa oleviin mittareihin, joita tarkistetaan ja päivitetään tarpeen mukaan. Laadun arvioinnin käyttöönottoa voidaan perustella sillä, että se tuottaa säästöjä tiedon luotettavuuden ja palvelujen parantumisen sekä virheiden korjaustarpeen vähentymisen myötä. Tämän työn tuloksia voidaan pitää hyvin rohkaisevina. Paikkatiedon laadunhallintaa on sitä tuottavassa organisaatiossa mahdollista tehdä ja kehittää, jos organisaatio vain on kypsä siihen. Tämän työn tuloksia voidaan jatkossa soveltaa, laajentaa ja ottaa käyttöön koskemaan myös muita Metsähallituksessa tuotettavia paikkatietoja. |
