Abstract (eng): | The growth of greenhouse gas emissions that accelerate the greenhouse effect have been noticed, and the global trend in environmental policy is to reduce these emissions. Significant means to reach this objective are the Kyoto Protocol and the emission trading in the EU area. The Kyoto Protocol defines reduction obligations and time schedules to industrialized countries. The EU obligations are subdivided between the EU members. Finland's emission reduction targets are extremely demanding because the technology is already advanced and the other means to reduce emissions have largely been made. The objective of this thesis is to examine the effects of EU wide emission trading on fossil fuel markets and the Finnish energy sector in the year 2010. For this purpose an evaluating model was created, which generates different scenarios by input fed by the user and evaluates changes in fuel prices in these scenarios. The theoretical part of the thesis focuses on environmental policies, the theories of statistical analysis used in the model and on forming the model. In the experimental part, the use of the model is illustrated with a power plant investment example. |
Abstract (fin): | Kasvihuoneilmiötä aiheuttavien kasvihuonekaasujen määrän huolestuttava kasvu on johtanut muutokseen maailmanlaajuisessa ilmastopolitiikassa kohti päästöjen vähennyksiä edistäviä toimia. Merkittäviä tällaisia toimia ovat Kioton pöytäkirjan mukainen kansainvälinen päästökauppa ja EU:n sisäinen päästökauppa päästöoikeuksilla. Kioton sopimuksessa on määrätty pitävät päästövähennysvelvoitteet ja aikataulut teollisuusmaille. EU:n päästövelvoitteista on laadittu EU:n sisäinen taakanjakosopimus, jossa määritellään tavoitteet jäsenmaittain. Suomelle päästötavoitteiden saavuttaminen on vaativaa, koska päästöjen vähennystekniikka on Suomessa jo nyt kehittynyttä, ja monia päästöjen vähennykseen tähtääviä toimenpiteitä on jo toteutettu. Tämän työn tarkoituksena on selvittää päästökaupan vaikutuksia polttoainemarkkinoihin ja edelleen Suomen energiasektoriin vuonna 2010. Selvityksen tueksi laadittiin laskentamalli, jonka syöttöparametrien arvoja muuttamalla muodostetaan erilaisia skenaarioita, ja saadaan arvioita ensisijaisesti polttoaineiden hintakehityksestä. Työn kirjallisessa osiossa on tutkittu ilmastopolitiikan ja energiamarkkinoiden kehitysnäkymiä, laskentamallin muodostamista, sekä siinä vaadittua tilastoanalyysin teoriaa. Kokeellisessa osiossa laskentama1lin arvioiden hyödyntämistä on havainnollistettu voimalaitosesimerkin avulla. |
