Logging on to the customer computers

  • Aalto University staff members log on to the customer computer using the Aalto username and password.
  • Other customers log on using a shared username and password.

Opening a thesis

  • On the desktop of the customer computers, you will find an icon titled:

    Aalto Thesis Database

  • Click on the icon to search for and open the thesis you are looking for from Aaltodoc database. You can find the thesis file by clicking the link on the OEV or OEVS field.

Reading the thesis

  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.
  • Other customers can use the printer u90203-psc3. All printing is subject to a charge to non-University members.

Abstract (eng): The aim of the thesis is to examine division of the liabilities in the accidents causing oil pollution on the Gulf of Finland.
In addition the study will concentrate on both the national and international legislation and conventions of sea environment, pollution and maritime safety.
Study purpose is to find out essential facts affecting the operation and prevention of the vessel source pollution of large ships.

Research has close connections to the METKU project at Merikotka Research Centre.
The project concentrates on the development of maritime safety.
Research is based on the examination of international conventions, the national and EU legislation and instructions.
The examination is made by the literature, Internet, database as Finlex, Edilex and EUR-lex and subject interviews to find out the practice.

Based on research results it is proposed that the international development work and cooperation for maritime safety and environment should continue.
Especially should be concentrated on the fast and productive cooperation with shipping companies and classification societies.
There is also need to define the liabilities for the parties engaged to oil destruction operations on outer territorial waters, economic zone and at high seas.

Vulnerable nature of the sea area needs active operations to prevent oil accidents continuously.
Legislation and conventions are important instruments for the development of maritime safety and pollution prevention but often tardy when needed fast and up-to-date instructions and manoeuvre as on the Gulf of Finland.
Abstract (fin): Työssä tarkastellaan vastuiden jakautumista Suomenlahdella tapahtuvissa alusöljyonnettomuustilanteissa.
Lisäksi tarkastellaan niihin liittyvää meriympäristön, pilaamisen ja meriturvallisuuden keskeistä kansainvälistä merioikeutta ja Suomen lainsäädäntöä.
Työn tavoitteena oli selvittää oleelliset seikat, jotka vaikuttavat suurille aluksille tapahtuvien alusöljyvahinkojen hoitamiseen ja ehkäisemiseen.

Tutkimus liittyy läheisesti Merikotka -tutkimuskeskuksen METKU-hankkeeseen, jossa keskitytään meriturvallisuuden kehittämiseen.
Tutkimus pohjautuu kansainvälisten sopimusten, Suomen ja EU-lainsäädännön sekä ohjeiden tarkasteluun.
Tarkastelu on tehty alan kirjallisuuden, internetin ja tietokantojen, kuten Finlexin, Edilexin ja EUR-Lexin avulla.
Lisäksi työssä on tehty teemahaastatteluita käytännön selvittämiseksi.

Tutkimustulosten perusteella työssä esitetään, että meriympäristöön ja turvallisuuteen liittyvää kansainvälistä kehitys- ja yhteistyötä jatketaan.
Erityistä huomiota olisi hyvä kiinnittää nopeaan ja tulokselliseen yhteistyöhön varustamoiden ja luokituslaitosten kanssa.
Todennäköisesti tarvitaan tarkennuksia myös öljyntorjuntaan osallistuvien tahojen vastuiden jakautumiseen aluemerellä, talousvyöhykkeellä ja aavalla merellä.

Suomenlahden herkkä meriympäristö tarvitsee jatkuvasti aktiivisia toimenpiteitä öljyonnettomuuksien ehkäisyyn ja niihin varautumiseen.
Kansallinen ja EU-lainsäädäntö sekä kansainväliset sopimukset ovat turvallisuuden ja ympäristöriskien laajuuden ja ajankohtaisuuden kannalta usein liian hitaita, vaikkakin jatkokehityksen kannalta välttämättömiä instrumentteja.
