Abstract (eng): | The benefits of the assessment of real estate impacts and land management implementations in public road projects have regarded as significant. The impacts of public road projects for real estates have been evaluated for years although it had not been required by the legislation as it has been since 2006. Longest traditions of executing assessment of real estate impacts and land management implementations in public road projects are in Ostrobothnia. The instructions of the assessment of the real estate impacts for the Project Managers involved in public road projects have been missing. This research started as a project in the Finnish Transport Agency in order to instruct and evaluate the benefits and experiences of the assessments of the real estate impacts in public road projects. The key questions in the research were: what is the optimal timing for the assessment of the real estate impacts, what is the optimal timing for implementing the proposed land management implementations and how to connect these to the road planning in order to make benefit of the proposed actions reported in the assessment of the real estate impacts. The benefits and experiences of the assessment of the real estate impacts in public road projects has been researched by interviewing Project Managers of public road projects. In addition the implementation of the assessment of the real estate impacts has been researched by following the planning of the road construction plan for the motorway on main road 8 between Raisio and Nousiainen. The research results indicates that positive results in the expenses, the acceptability of the plans and the traffic safety of the public road projects can be reached in public road projects by conducting the assessment of the real estate impacts. Conducting the assessment of the real estate impacts in cooperation with the local Land Survey District Office is a common practice in Ostrobothnia and South-Eastern Finland; there are also positive experiences about the assessment of the real estate impacts in other provinces. A draft of instructions of the Finnish Transport Agency recommends that the practice of the assessment of the real estate impacts used in Ostrobothnia will be used as a general process for the assessment of the real estate. According to the view of the Steering Group this prerequisite guarantees that the proposed land management implementations are put iii to action. |
Abstract (fin): | Kiinteistövaikutusten arvioinnin ja kiinteistöteknisten toimenpiteiden hyödyt tiehankkeissa on koettu merkittäviksi. Tiehankkeista kiinteistöille aiheutuvien vaikutuksien arviointia on toteutettu vuosia jo ennen maantielain voimaantuloa. Vankimmat perinteet kiinteistövaikutusten arvioinnista ja kiinteistöteknisten toimenpiteiden toteuttamisesta tiehankkeiden yhteydessä on Pohjanmaalla. Kiinteistövaikutusten arvioinnin toteuttamisen ohjeistus tiehankkeissa toimivilta projektipäälliköille on tienpitäjältä puuttunut. Tämä tutkimus käynnistyi Liikenneviraston ohjetyönä, jonka tavoitteena oli selvittää tarkemmin kiinteistövaikutusten arvioinnin hyötyjä ja kokemuksia tiehankkeissa. Tutkimuksessa keskeisenä kysymyksenä oli, miten kiinteistövaikutusten arviointi ja sen toimenpide-ehdotuksina toteutuvat kiinteistötekniset toimenpiteet tulisi ajoittaa ja kytkeä tiensuunnittelun yhteyteen kiinteistövaikutusten arvioinnista saatavissa olevat hyödyt mahdollistaen. Tutkimuksessa on selvitetty kiinteistövaikutusten arvioinnin hyötyjä ja kokemuksia tiehankkeissa haastattelemalla tiehankkeissa toimivia projektipäälliköitä. Lisäksi kiinteistövaikutusten arvioinnin toteuttamista on tutkittu seuraamalla esimerkkihankkeena moottoritien tiesuunnitelman laatimista valtatielle 8 välillä Raisio- Nousiainen. Tutkimuksessa ilmeni, että kiinteistövaikutusten arvioinnilla tiehankkeessa saavutetaan positiivisia vaikutuksia tiehankkeen kustannuksiin, suunnitelmien hyväksyttävyyteen ja liikenneturvallisuuteen. Pohjanmaalla ja Kaakkois-Suomessa kiinteistövaikutusten arviointia teetetään vakiintuneessa yhteistyössä paikallisen maanmittaustoimiston kanssa, myös muissa maakunnissa on ollut positiivisia kokemuksia kiinteistövaikutusten arvioinnista. Liikenneviraston ohjeluonnoksessa suositellaan yhtenäiseksi prosessikäytännöksi Pohjanmaalla vakiintunutta kiinteistövaikutusten arviointitapaa. Ohjausryhmän näkemyksen mukaan näin varmistetaan edellytykset arvioinnin kiinteistöteknisten toimenpide-ehdotusten etenemiseen toimituksiksi ja huomioidaan tiehankkeiden laajuuden ja laadun eroavaisuudet. |
