Abstract (eng): | Traffic forecasting is a vital part of the transport system planning. Traffic forecasts influence the planning done via different representative channels, for example organizations, designers or political motions. The main problems for the current forecasts are the lack of influence, difficulties in reaching the decision makers, the lack of interest towards transport system planning and confusion in the division of responsibilities. In addition, the future changes in population, mobility and urban structure as well as limited resources will bring more challenges to forecasting. Transport system planning, which strives to solve the problems presented, is a key challenge for the new Traffic Management organization, Finnish Transport Agency, which will take care of transportation management in Finland. The organization was formed on 1.1.2010. This study focuses on describing how traffic forecasting used to be organized in transport planning by Finnish Road Administration, Rail Administration and Maritime Administration and how this work could be organized from now on. The purpose of the study is to evaluate the current methods and to search for new ideas by studying the methods used in some cities and other countries. This study includes interviews of the experts in transport planning. Information is also collected from literature. The main goal of the study is to build a suggestion for the process of traffic forecasting in the Finnish Transport Agency. The first and most important move in shifting towards more influential transport system planning and general traffic forecasts is to reach a consensus on the forecasting process. These forecasts should always be an important part of the planning. All the forecast work should then be resourced as a part of the normal planning work. Special attention should be given to defining the targets of the forecasts, in order to balance the benefits and the costs of the process. It is also important to aim for openness in communication, many-sided participation and versatile conversation. The impact on planning should also be emphasized and it needs to be assured that the decision makers understand the matters presented. |
Abstract (fin): | Suomen liikenteen hallinnossa on tapahtunut merkittäviä uudistuksia, joista keskeisin on vuoden 2010 alusta toimintansa aloittanut Liikennevirasto. Viraston perustaminen tarkoitti perinteisten väylävirastojen, Tiehallinnon, Ratahallintokeskuksen ja Merenkulkulaitoksen, lakkauttamista ja samalla näiden toimintojen yhdistämistä. Organisaation uudistamisen yksi keskeisimpiä tavoitteita on liikennejärjestelmänäkökulman huomioiminen kaikessa suunnittelussa ja päätöksenteossa. Yksi tärkeimmistä suunnittelussa käytetyistä keinoista on ennustaminen. Tässä työssä tarkastellaan vuoteen 2010 asti vaikuttaneiden väylävirastojen liikenne-ennustekäytäntöjä ja toimintaa mm. asiantuntijahaastattelujen ja kirjallisuustutkimuksen avulla. Moninaisiin ennustekäytäntöihin etsitään uusia ideoita ja käytäntöjä kartoittamalla ennusteiden parissa työskentelevien mielipiteitä ja muualta maailmasta saatuja kokemuksia. Näiden taustatietojen pohjalta Liikennevirastolle rakennettiin ehdotus pitkän aikavälin liikenne-ennusteiden laatimiseksi. Selvitystyöhön kuului sekä kirjallisuustutkimus että haastattelut, joiden avulla saatiin kartoitettua ennustetyöhön liittyvien tahojen näkemyksiä ja ennustetarpeita. Kootun aineiston pohjalta muodostettiin Liikenneviraston ennustetyötä hahmotteleva prosessikuvaus, johon on kytketty ehdotus ennusteiden laatimisen aikataulusta ja työhön osallistuvista tahoista. Tutkimuksessa ehdotetaan tavara- ja henkilöliikenteen ennusteiden teettämistä erikseen, kuitenkin eri osapuolten laaja-alaisena yhteistyönä. Lisäksi todetaan, että ennustemenetelmien kehittämiseen ja jatkotutkimukseen pitäisi panostaa paljon. Liikennemuotokohtaisistakaan ennusteista ei ole syytä luopua, vaikkakin liikenteen yhteisten, koko maan kattavien yleisennusteiden laatimista pidettiin tärkeänä organisaatiosta riippumatta. Liikennevirastossa suunnittelua tehdään nyt avoimemmin eri yksiköiden yhteistyönä sekä lisäksi tavoitteellisesti mahdollisimman pitkälle tulevaisuuteen koko liikennejärjestelmää ajatellen. |
