Abstract (eng): | Municipalities in Finland do not have a single tool which would provide car parking standards in residential areas. Additionally, the amount of car parking spaces is difficult to assess when it is not known exactly, what are the factors that affect to car ownership. Problems arise when demand for parking exceeds supply of parking spaces. The parking problems would not arise if the car ownership rate could be forecasted more accurately. Car parking spaces have been built rarely too much as the main problems are lack of space for large parking areas and the high cost of parking spaces. This study examines the factors that influence car ownership and how the car parking in residential areas should be arranged optimally and efficiently. Further, in the study were examined car parking standards in the Finnish and foreign cities as well as information was collected on factors that have influence on car ownership. To conclude the study, 11 experts were interviewed from five different organizations and a statistical analysis was carried out regarding car ownership in different regions of Vantaa. The study suggests that size and location of apartments, form of ownership, household in-come, employment, hobbies and interests of the residents as well as the number of inhabitants in the household affect the car ownership. However, according to the statistical analysis, the distance between an apartment and a train station does not appear to affect the car ownership. Instead the character of a residential area and residents' socio-economic factors are affecting to the car ownership. Immigrants, low employment rate, household income and students are decreasing the car ownership and by contrast poor public transportation and poor supply of services increase the car ownership. This thesis presents an algorithm to calculate an appropriate amount of car parking spaces in different residential areas. The factors of the algorithm, which are the size of an apartment, location of an apartment in a relation to public transportation and services and the ownership form, were chosen from the aforementioned list. In addition, in the algorithm can be taken into account the ratio of use of cars in the future as well as shared parking. |
Abstract (fin): | Suomessa kunnilla ei ole olemassa yhtenäistä työkalua, jolla perustellusti määrätään asema-kaavojen asukaspysäköinnin autopaikkanormit. Asukaspysäköinnin autopaikkamäärää on vaikea arvioida, kun ei tiedetä tarkalleen, mitkä tekijät autonomistukseen vaikuttavat. Ongelmia syntyy, kun pysäköinnin kysyntä ylittää pysäköintipaikkojen tarjonnan. Pysäköintiongelmia ei syntyisi jos autonomistusaste osattaisiin arvioida paremmin ja autopaikkoja kaavoitettaisiin riittävästi. Harvoin autopaikkoja kuitenkaan halutaan rakentaa liiallisesti, sillä usein suurimpina ongelmina ovat tilanpuute isoille pysäköintialueille ja autopaikkojen kalleus. Tässä työssä tutkittiin mitkä tekijät vaikuttavat autonomistukseen ja miten asukaspysäköinnin autopaikat tulisi järjestää optimaalisesti ja tehokkaasti. Samoin tutkittiin sekä suomalaisten että ulkomaisten kaupunkien pysäköintinormeja ja niiden laatimisperusteita sekä kerättiin tietoa tekijöistä, jotka vaikuttavat autonomistukseen. Lisäksi haastateltiin 11 pysäköinnin asiantuntijaa viidestä eri organisaatiosta ja tehtiin tilastoanalysointia Vantaan eri alueiden autonomistuksesta. Tutkimuksen perusteella voidaan päätellä, että autonomistukseen vaikuttavat asunnon koko, asunnon sijainti, asunnon omistusmuoto, kotitalouden tulot, työssäkäynti ja harrastuneisuus sekä asukkaiden määrä kotitaloudessa. Tilastoanalyysin perusteella asunnon etäisyys Juna-asemasta ei kuitenkaan näyttänyt vaikuttavan autonomistukseen. Sen sijaan asuinalueen luonne ja asukkaiden sosioekonomiset tekijät vaikuttavat autonomistukseen. Maahanmuuttajat, alhainen työssäkäyntiaste, tulotaso sekä opiskelijat vähentävät autonomistusta, mutta alueen huonot joukkoliikenneyhteydet ja huono palvelutarjonta vastaavasti nostavat autonomistusta. Työssä laadittiin algoritmi, jolla voidaan laskea eri asuinalueiden tarvittavat autopaikkamäärät. Algoritmin tekijöiksi valittiin yllä mainituista tekijöistä asunnon koko, asunnon sijainti suhteessa joukkoliikenne- ja palvelutarjontaan sekä asunnon omistusmuoto. Lisäksi algoritmin avulla voidaan huomioida autoistumisen muutoskerroin tulevaisuudessa sekä pysäköinnin vuorottaiskäyttö. |
