Abstract (eng): | Car use has become a conventional mode of transport in Finland and it is as well the most commonly used mode in commuting traffic. Reducing the environmental impact of transportation can be done for example by increasing the use of alternative transportation modes. Mobility management is a method for promoting sustainable transportation usage. This research is a case study on company mobility management from the employer's point of view. Sustainable transportation can be promoted by creating incentives for the employees, and the commuting does not have to be encumbered. Company mobility management is premised on company-specific objectives and requirements. This study illustrates a company mobility management operating model, which is used as an outline for developing a mobility management plan for the target company. The operating model is defined as a process of six phases. As a part of Hewlett-Packard's environmental strategy, LEED green building certification system formed the need for an occupant commute survey. The commuting as well as the workplace was assessed for an evaluation of the present state in the target company. The evaluation illustrated among others the commute distributions and an estimate of the CO2 emissions. This case study recognized objectives for the target company's mobility management plan and defined the methods for achieving them. The defined methods in this case study were constructed for promoting car pooling and public transport, reconditioning the dressing room and for adjusting the parking policy and the company car policy. This study concluded that the illustrated operating model for company mobility management can be considered as a valid method for creating a commuter plan. The operating model assigns a consistent method for developing and assessing the commuting behaviour, although the company mobility management plan is always developed as a company-specific program. |
Abstract (fin): | Suomessa henkilöauton käyttö on yleistynyt ja se on myös työmatkoilla käytetyin kulkutapa. Henkilöliikenteen ympäristöhaittojen vähentämiseksi voidaan mm. ohjata kulkutapavalintoja ja edistää joukkoliikenteen ja kevyen liikenteen käyttöä. Liikkumisen ohjaus on menetelmä, jolla edistetään kestävän liikkumisen käytäntöjä. Tässä työssä on tutkittu työnantajan kannalta työmatkaliikkumisen ohjausta tapaustutkimuksen menetelmin. Ohjauskeinot ovat niin sanottuja pehmeitä keinoja, joilla ohjataan ja kannustetaan henkilöstön työmatkaliikkumista kuitenkaan rajoittamatta sitä. Työmatkaliikkumisen ohjaus perustuu yrityskohtaisiin tavoitteisiin ja tarpeisiin. Tässä tutkimuksessa esitetään työmatkaliikkumisen ohjauksen toimintamalli, joka toimii runkona kohdeyrityksen työmatkasuunnitelman kehittämiselle ja joka kuvaa toimintaa vaiheittain etenevänä prosessina. Työmatkaliikkumisen kartoitukselle loi tarpeen LEED -ympäristöluokitus, jonka hankkiminen oli osa Hewlett-Packardin ympäristöstrategiaa. Nykytilanteen kartoitusta varten henkilöstön työmatkasuoritteet ja työpaikkakiinteistön olosuhteet analysoitiin. Nykytilanteen kartoitus osoitti mm. työmatkasuoritteiden kulkutapajakauman, jonka avulla tehtiin arvio henkilöautojen CO2-päästöjen määrästä. Tässä työssä asetettiin tutkimuksen kannalta HP:n työmatkaliikkumiselle tavoitteet, jotka vastasivat tunnistettuja tarpeita. Tavoitteiden saavuttamiseksi valittiin ja suunniteltiin tapaukselle sopivat ohjauskeinot, jotka koostuivat kimppakyytien ja joukkoliikenteen edistämisestä, työsuhdeautojen ja pysäköinnin ohjaamisesta sekä pukuhuoneiden kunnostamisesta. Tutkimuksen mukaan esitettyä toimintamallia voidaan pitää pätevänä työmatkaliikkumisen suunnittelussa, sillä se osoittaa johdonmukaisen tavan kehittää työmatkaliikkumista ja arvioida ohjauskeinojen vaikutuksia. Työmatkasuunnitelma laaditaan kuitenkin aina yrityskohtaisesti. |
