  • You can either print the thesis or read it on the customer computer screen.
  • You cannot save the thesis file on a flash drive or email it.
  • You cannot copy text or images from the file.
  • You cannot edit the file.

Printing the thesis

  • You can print the thesis for your personal study or research use.
  • Aalto University students and staff members may print black-and-white prints on the PrintingPoint devices when using the computer with personal Aalto username and password. Color printing is possible using the printer u90203-psc3, which is located near the customer service. Color printing is subject to a charge to Aalto University students and staff members.

Abstract (eng): According to the Real Estate Formation Act (554/1995) it is possible to carry out various adaptation projects during the land consolidation.
These projects can include ditching and subsurface drainage in the fields, as well as constructing and repairing the regional roads.
The parties involved can get public financing to carry out the adaptation projects and to pay the procedure costs.
The expenses caused by the adaptation projects and the land consolidation procedure are apportioned among the parties involved.
This is done based on the benefits they gain from the project.
It is likely that the land owners have to finance even larger amount of the expenses in the future due to the shortage of the public financing.
This probably creates a need to consider the methods used in apportioning the expenses more carefully.

The aim of this thesis was to study how the expenses of the adaptation projects and the procedure costs should be apportioned and which methods can be used.
In addition, the goal was to find out how the apportionment of the expenses is done in practice.
The research methods used in this study were literary research and interview study.
The sources used included literature concerning the apportionment methods and legislation.
The documents of ten land consolidation procedures were also studied.

According to the Real Estate Formation Act the apportionment of the procedure costs and the costs of the adaptation projects must be grounded on benefits.
The Water Act (264/1961) must also be taken into account when apportioning the costs of the ditching projects.
It was perceived in the study that the apportionment methods used in practice were various.
The variety of the methods used in apportioning the procedure costs was especially evident.
However, the perspective of the benefits in the methods used was often rather practical.
It was also found that there is a need to standardize the apportionment methods of the procedure costs.
Also came up the point that the apportionment methods need to be efficient.
The selecting of the appropriate apportionment method was found to be dependent on the operational environment.
The study also brought out the matter that the authorities from the separate agencies are applying the Water Act partly differently.
In addition the land surveyor's responsibility for selecting the appropriate apportionment method was found to be significant.
This is because the law concerning the apportionment of the adaptation project and procedure costs enables latitude to authorities.
Abstract (fin): Peltotilusjärjestelyjen yhteydessä voidaan toteuttaa erilaisia kiinteistönmuodostamislain (554/1995) mukaisia mukauttamistoimenpiteitä, jotka ovat tärkeitä jaon toteutumisen ja toimituksessa muodostettavan uuden kiinteistöjaotuksen kannalta.
Mukauttamistoimenpidehankkeiden kustannuksiin ja toimituskustannuksiin on mahdollista saada tukea valtion varoista.
Mahdollisen tuen ylittävät kustannukset ositellaan maksettavaksi peltotilusjärjestelyn asianosaisten kesken.
Tukemisrahojen saannin kiristyessä tilusjärjestelytoimitusten kysynnän kasvun takia joutuvat asianosaiset tulevaisuudessa rahoittamaan itse entistä suuremman osan mukauttamistoimenpide- ja toimituskustannuksista.
Tämä tulee luultavasti lisäämään kiinnostusta käytettyjen osittelumenetelmien lainmukaisuutta kohtaan.

Tutkimuksen tavoitteena oli selvittää, kuinka mukauttamistoimenpide- ja toimituskustannukset tulee ositella sekä mitä menetelmiä osittelujen tekemiseksi on olemassa.
Lisäksi tavoitteena oli selvittää mukauttamistoimenpide- ja toimituskustannusten osittelua käytännössä.
Tutkimusmenetelminä käytettiin kirjallisuustutkimusta sekä asiantuntijahaastatteluja.
Lähteinä käytettiin lainsäädäntöä ja osittelumenetelmiä koskevan kirjallisuuden lisäksi tutkimusaineistoon kuuluneiden peltotilusjärjestelyiden toimitusasiakirjoja.

Mukauttamistoimenpide- ja toimituskustannusten osittelu tulee kiinteistönmuodostamislain mukaan ositella asianosaisten kesken hyödyn mukaan.
Lisäksi yhteisten ojitushankkeiden kustannusten osittelussa on otettava huomioon vesilain (264/1961) saannokset.
Tutkimuksessa havaittiin, että mukauttamistoimenpiteiden ositteluissa oli käytännössä käytetty monenlaisia menetelmiä.
Toimituskustannusten ositteluissa käytetyt menetelmät olivat erityisen moninaisia ja näkökulma hyötyyn oli usein ollut käytännönläheinen.
Toimituskustannusten osittelumenetelmien kehittämiselle ja yhtenäistämiselle havaittiin olevan tarvetta.
Sovellettavilta osittelumenetelmiltä havaittiin vaadittavan suoraviivaisuutta sekä tehokkuutta ja sopivan menetelmän valinnan olevan tilannekohtaista.
Lisäksi vesilain soveltamisen yhteisten ojitushankkeiden kustannusten ositteluun liittyen havaittiin olevan osittain erilaista tilusjärjestely- ja ojitustoimituksia tekevien viranomaisten kesken.
Kustannusositteluja koskevien lainsäännösten ollessa melko väljiä todettiin toimitusinsinöörin vastuun korostuvan tarkoituksen- ja lainmukaisen osittelumenetelmän valinnassa.
