Abstract (eng): | The objective of this study is to research the effects of workplace development projects on organizational performance. Balanced Scorecard (Kaplan & Norton, 1992) is used as a baseline for the research. Furthermore, the study focuses on the success factors of development projects (Lanning, 2001) and the aim is to find the most important factors that predict the success of the projects. The objective of workplace development is to plan and implement a workplace that supports the organizational activities. The study focuses on four organizations of knowledge workers. Half of the organizations work on public and the other half on private sector. Research methods include semi-structured interviews and web-aided surveys. Documents of the projects are also studied. The results show that the effects of workplace development projects on organizational performance are positive. This is based on the fact that over 70 % of the project goals are achieved. Best results are achieved in goals that are related to customers and service activities, whereas only half of the goals that are related to personnel, culture and knowledge-sharing are achieved. The results also show that an important success factor of workplace development project is to have clear goals. The actions taken should also be of good quality. In the development process it is particularly important to motivate the people involved and successfully deal with the resistance to change. It is equally important that the people involved can make a difference in the project. The factors that also predict success in development projects are management support, purposeful planning and composition of project organization. |
Abstract (fin): | Tämän tutkimuksen tavoitteena on selvittää, minkälaisia vaikutuksia työympäristön kehittämishankkeilla on organisaatioiden suorituskykyyn. Vaikuttavuuden arvioinnin lähtökohtana käytetään Balanced Scorecard-mallia (Kaplan ja Norton, 1992). Lisäksi tutkitaan, mitkä kehittämishankkeen lähtötilanteen, panosten ja kehittämisprosessin menestystekijöistä ovat voimakkaimmin yhteydessä kehittämishankkeen onnistumiseen. Menestystekijät perustuvat Lanningin (2001) tutkimukseen. Työympäristökehittämisen tarkoituksena on sovittaa organisaation tilat vastaamaan toiminnan vaatimuksia. Tutkimuskohteina on neljä asiantuntijaorganisaatiota, joissa on toteutettu työympäristön kehittämishanke. Organisaatioista puolet on julkisella ja puolet yksityisellä sektorilla toimivia. Tutkimusmenetelminä käytetään haastatteluja sekä organisaatioiden henkilöstölle suunnattuja kyselyjä. Lisäksi tutustutaan jokaisen hankkeen projektidokumentaatioon. Tutkimuksen perusteella työympäristöhankkeen vaikutukset organisaation suorituskykyyn ovat positiivisia, sillä hankkeissa asetetuista tavoitteista runsaassa 70 %:ssa on saavutettu jonkin verran tai paljon positiivista kehitystä. Parhaita tuloksia on saavutettu asiakkaiden ja palvelutoiminnan näkökulmasta, kun taas henkilöstöön, kulttuuriin ja osaamisen liittyvistä tavoitteista on toteutunut vain hieman yli puolet. Kehittämishankkeen lähtötilanteessa tärkeä menestystekijä on selkeät tavoitteet. Jos kehittämisessä halutaan saavuttaa hyviä tuloksia, kannattaa panostaa myös kehittämistoimenpiteiden laatuun. Kehittämisprosessin menestystekijöistä erityisen tärkeitä ovat henkilöstön motivaatio ja muutosvastustuksen hyvä hallinta sekä se, että henkilöstöllä tulee olla vaikutusmahdollisuuksia kehittämishankkeessa. Tärkeinä menestystekijöinä nousivat esille myös johdon tuki, työympäristöhankkeen suunnittelu sekä projektiorganisaation kokoonpano. |
